Informal Consultation – Parking

Context

Kemble & Ewen Parish Council have been working for many years to address the concern raised by residents of commuter parking in and around the village (initially caused by overspill once the original carpark reached capacity). A large project completed in 2017 resulted in the construction of the new station carpark ensuring adequate parking facilities for all commuters using Kemble Station. A residents parking scheme was scheduled be part of this process but following delays (based around funding negotiations between GWR & GCC) the Parish Council felt that holding the new station car park closed was counterproductive and the new car park was opened. Fast forward 3 years, funding from GWR is no longer available (it was negotiated under a now expired contract) and residents have expressed that they are not willing to accept a scheme requiring the purchase of permits – negating the possible use of either a Permit Parking Area or Residents Parking Zone based scheme.

 

Current Position

The culmination of the work undertaken to date has led to the preparation, by Gloucestershire County Council (GCC), of a draft scheme which Kemble & Ewen Parish Council are in the process of reviewing. The scheme is intended to prevent highway obstruction caused by inconsiderate parking, encourage commuters to use the car parks provided whilst minimising impact to local residents. The proposed scheme uses waiting restrictions in key areas. No parking permits are required and as such the scheme is cost neutral to all residents and their visitors. As part of this review process, the Parish Council would like to seek the views of local residents. Following this informal consultation, GCC will conduct their own formal consultation as part of the TRO process.
